La programación industrial y el arancel externo común : un impuesto al sectro agrícola del Grupo Andino

Abstract

En los últimos anos se ha manifestado una preocupación creciente por la cuestión de desnutrición y pobreza en el mundo. Se ha considerado que el problema más grave lo constituyen los bajos niveles de ingresos de los grupos catalogados como vulnerables y se han disenado, entre otras, estrategias de suplementación alimentaria, distribución directa y subsidiada de alimentos y subsidios generalizados para aumentar el consumo de un producto o grupo de productos. La característica fundamental de estos programas ha sido atacar el problema por el lado de la demanda, dándole poca prioridad al aspecto de la oferta. En el presente trabajo se pone énfasis en el aspecto de la oferta, y se presta especial atención al efecto que la política cambiaria y la política comercial tienen sobre la producción agrícola en general y la de alimentos en particular. Las implicaciones de la política de comercio exterior y de programación industrial para la producción de alimentos y el desarrollo agrícola en el Grupo Andino no se han analizado suficientemente ni por los diversos gobiernos de los países miembros, que han tratado de poner en vigencia políticas de protección industrial (programación industrial) para "modernizarse", ni por el organismo técnico del Grupo, ni por los agricultores de la subregión. En este trabajo se muestra la estrecha conexión que existe entre la política cambiaria y comercial y el desarrollo del sector agrícola y la producción de alimentos, y se ilustra con la experiencia colombiana entre 1953 y 1978. La importancia de la agricultura en casi todos los países de la subregión la hace un sector clave en cualquier estrategia de desarrollo.
