Pobreza, bechas y ruralidad en Colombia

Abstract

Se realizan dos tipos de ejercicios: i) se identifican posibles estrategias de política que disminuyen la brecha entre los municipios rurales y urbanos en términos de niveles de desarrollo humano (modelo de variables instrumentales); y ii) se identifican las políticas que reducen la probabilidad de que los habitantes rurales y urbanos estén en condición de pobreza por rangos de ingresos inferiores a la línea de pobreza (modelo ordenado de probabilidad multinomial). El primer análisis encuentra que son contados los municipios que combinan su ruralidad con altos niveles de desarrollo humano. El éxito de estos municipios depende positivamente de la eficiencia de la descentralización (gestión pública local) y la implementación de políticas de redistribución de la tierra. El segundo análisis resalta la necesidad de mayor inversión pública en el campo, en especial en el ámbito social, para reducir la pobreza rural. Abstract. We perform two kind of exercises: i) we identify public policy strategies that reduce the human development gap between rural and urban municipalities (instrumental variables model); and ii) we identify policies that reduce the probability of rural and urban individuals of living in poverty, conditioned by income ranges below the poverty line (multinomial probability model ordered). According to the first analysis, only few municipalities combine a high rural condition with a high level of human development. The success of these municipalities depends positively on the efficiency of decentralization (local governance) and the implementation of land redistribution policies. The second analysis highlights the urgent need for greater public investments in the rural areas, especially social investments, in order to reduce rural poverty.
