La reforma de la Ley 30: ganadores y perdedores

Abstract

La educación superior en Colombia adolece de dos problemas fundamentales, estrechamente relacionados entre sí: un sistema de financiamientoque concentra las transferencias públicas en un grupo privilegiado de universidades y una oferta educativa de baja calidadcon una participación creciente en la oferta total. La propuesta de reforma presentada por el Gobierno Nacional no resuelve ninguno deestos problemas; por el contrario; los perpetúa. Este documento concluye con algunas propuetas que deben ser incorporadas a la reformade la educación superior para buscar el logro de sus metas de mayor cobertura y mejora de su calidad.
