Conflicto, violencia socioeconómica y desplazamiento forzado en Colombia

Abstract

Este artículo introduce el concepto de violencia socioeconómica, que se refiere a mecanismos de regulación de conflictos distributivos y prácticas gubernamentales que eliminan las condiciones base para la reproducción de la vida. Se identifican tres expresiones clave de la violencia socioeconómica: el despojo, la inseguridad económica y la no generación de oportunidades. El artículo insiste en el efecto desproporcionado que dichas expresiones de violencia socioeconómica tienen sobre la población desplazada; también defiende la necesidad de una agenda mínima que erradique la violencia como lógica reguladora de los conflictos distributivos y que sirva de base para la construcción de paz con justicia social en Colombia. ***** This article introduces the concept of socioeconomic violence—a mechanism used to regulate distributive conflicts and governmental practices—that simultaneously eliminates the basic conditions for the reproduction of life. There are three key expressions of socioeconomic violence: dispossession, economic vulnerability and lack of opportunities. The article contends that these expressions of socioeconomic violence have had a disproportionate effect on persons living in a situation of forced displacement. It argues that it is necessary to develop an agenda that as a minimum suspends violence as a means of regulating distribution conflicts and establishes a framework for building peace with social justice in Colombia. ***** Cet article introduit le concept de violence socioéconomique qui se réfere a des mécanismes de régulation de conflits distributifs et de pratiques gouvernementales qui éliminent les conditions de base pour la reproduction de la vie. Trois expressions-clés de cette violence socioéconomique ont été identifiées : la spoliation, l’insécurité économique et la non-génération d’opportunités. L’article insiste sur l’effet disproportionné que ces expressions de violence socioéconomique ont sur la population déplacée ; il défend également la nécessité d’un programme minimum qui éradique la violence comme logique régulatrice des conflits distributifs et qui serve de base pour la construction de paix avec justice sociale en Colombie.
