Die Odyssee der kollektiven Arbeitsbeziehungen Italiens: 20 Jahre nach dem Abkommen von 1993

Abstract

Das italienische System der kollektiven Arbeitsbeziehungen befindet sich in einer über zwanzig Jahre währenden Transitionsphase, deren Abschluss nicht absehbar ist. Der starke Voluntarismus der Arbeitsbeziehungen erweist sich angesichts des fehlenden Verfahrenskonsenses und der starken zwischengewerkschaftlichen Polarisierung der letzten Jahre als völlig unzureichend. Anders als noch vor zwanzig Jahren sind auch auf territorialer und sektoraler Ebene positive Beispiele pragmatischer und ergebnisorientierter Konzertationsprozesse unzureichend verbreitet. Italien weist ein gravierendes Defizit bei der Modernisierung der Arbeitsbeziehungen (unzureichende Informations-, Konsultations- und Beteiligungsrechte, fehlende Institutionalisierung) wie der betrieblichen Arbeitsorganisation auf. Die systemische Krise des Landes lässt den Kollektivvertragsparteien wenige Handlungsspielräume. Die 2009, 2011 und 2012 abgeschlossenen interkonföderalen Abkommen waren nicht in der Lage, den überfälligen sozial- und wirtschaftspolitisch notwendigen Politikwechsel (sowohl im Hinblick auf policy wie politics) herbeizuführen. Dringend wie selten in der jüngeren Geschichte Italiens ist es notwendig, das Instrumentarium zu revitalisieren, das umfassende Sozialpakte bieten.
