K Niektorým Aspektom Vytvárania Spoločných Zastupiteľských Úradov V Kontexte Najnovšieho Vývoja Medzinárodných Vzťahov (On Creation Of Common Representative Offices In The Context Of Latest Developments In International Relations)

Abstract

Cieľom tohto príspevku je analyzovať nové aspekty kreovania siete zastupiteľských úradov štátu v zahraničí. Štát pri ich zriaďovaní zohľadňuje svoje potreby a možnosti. V súlade s medzinárodným právom môžu dva alebo viaceré štáty poveriť tú istú osobu ako šéfa misie v inom štáte, čím sa vytvoril predpoklad na spoluprácu krajín v oblasti kreovania spoločných zastupiteľských úradov. Príspevok upriamuje pozornosť na aplikáciu tohto modelu v súčasnej diplomatickej praxi, a to tak zo strany veľkých, ako aj malých štátov. V snahe o efektívne využívanie rozpočtových prostriedkov existuje predpoklad, že model spoločného zastupiteľského úradu bude čoraz častejšie využívaným spôsobom schematizácie zahraničných orgánov štátu. (The aim of the present paper is to analyze new trends and aspects in creating of a network of state representative offices abroad. By establishing this network the state takes into account its own needs and possibilities. Conditions for cooperation of countries in the field of creation of joint diplomatic missions are connected with international law, where two or more states may authorize the same person to lead the mission in another country. This paper draws attention to application of this model in the current diplomatic practice by small as well as by large states. In the context of the efficient use of financial resources, we assume that the model of joint representative offices will become increasingly utilized.)
