Abstract

This paper draws on an extensive array of theoretical and empirical studies covering a variety of industries in the U.S. and elsewhere in order: (a) to review common shortcomings found in evaluating technological innovations both before and after adoption, as well as in generating proposals for new innovations; and (b) to suggest means of improving each of these efforts.
