Depopulation and ecological degradation, two dimensions of marginalization, and peripheralization. Ecosystem integrity as an assessment factor in local revitalization

Abstract

Addressing the pressure that population growth puts on the environment has become a high‐level policy priority. Less discussed is the role of population decline in either enhancing or degrading the natural environment, and how the its reshaping can help new forms of de‐peripheralization and de‐marginalization. A long‐term trajectory of marginalization and peripheralization of depopulating places can be reversed in certain situations by adopting a more holistic and sustainable analytical and policy framing. To do this, here we integrate different types of diagnosis frameworks. The first, based on factors that the literature indicates as factors leading to negative effects of depopulation, for which the revitalization of such places is suggested, and the second, proposed in this paper, which adds the integrity of the ecosystems involved in places undergoing depopulation processes. Our findings suggest that as we add ecosystem integrity factor to observations, in some cases, revitalization is possible even in the localities displaying the potentially negative effects of depopulation decrease. This suggests that whereas in some places a policy‐managed abandonment may be appropriate to release human pressures over such degraded ecosystems, in other cases, revitalization may be a viable alternative for such settlements. Hacer frente a la presión del crecimiento demográfico sobre el medio ambiente se ha convertido en una prioridad política de alto nivel. Menos discutido es el papel del declive demográfico en la mejora o la degradación del entorno natural, y cómo su remodelación puede contribuir a nuevas formas de desperiferización y desmarginalización. Una trayectoria a largo plazo de marginación y periferización de los lugares que se están despoblando puede invertirse en determinadas situaciones con la adopción de un marco analítico y político más holístico y sostenible. Para ello, este estudio integra distintos tipos de marcos de diagnóstico. El primero, basado en los factores que la literatura señala como causantes de los efectos negativos de la despoblación, para el que se sugiere la revitalización de dichos lugares, y el segundo, propuesto en este artículo, que añade la integridad de los ecosistemas implicados en los lugares sometidos a procesos de despoblación. Los resultados sugieren que, a medida que se añade el factor de integridad del ecosistema a las observaciones, en algunos casos es posible la revitalización incluso en las localidades que muestran los efectos potencialmente negativos de la disminución de la despoblación. Esto sugiere que, mientras que en algunos lugares un abandono gestionado mediante políticas puede ser apropiado para liberar las presiones humanas sobre ecosistemas muy degradados, en otros casos la revitalización puede ser una alternativa viable para dichos asentamientos. 人口増加が環境に与える圧力に対処することは、高度な政策優先事項となっている。自然環境の改善又は悪化のいずれにおける人口減少の役割と、その再形成が新しい形態の脱周辺化と脱周縁化にどのように役立つかについては、あまり議論されていない。人口減少地域の周縁化と周辺化という長期的な過程は、より全体的で持続可能な分析と政策のフレームワークを採用することによって、ある特定の状況で逆転することができる。そのために、異なるタイプの診断フレームワークを統合する。1つは、人口減少の悪影響をもたらす要因として文献に示されているものを基に、そのような場所の活性化を示唆するものであり、もう1つは、人口減少の過程にある場所に関わる生態系の完全性を加えるものである。今回の知見は、観察に生態系の完全性の要素を加えると、場合によっては、人口減少の潜在的な悪影響を示す地域でも活性化が可能であることを示唆している。これは、ある場所では、政策による放棄が、劣化した生態系に対する人間の圧力を解放するために適切であるかもしれないが、他の場合には、再活性化がそのような定住の実行可能な代替手段となる可能性があることを示唆している。
