Modern approaches to Ukraine's regional development management

Abstract

Peculiarities of regional development management in Ukraine at the present stage of its development are considered. The normative‐legal base on the basis of which decentralization in Ukraine is carried out is analyzed. It is noted that the Ukrainian model of decentralization is imperfect and the experience of its implementation in European countries is presented. The shortcomings that currently exist in the field of management decisions at the regional level in Ukraine are presented. The main problems of regional development are identified, and the directions of its management in the context of European experience are substantiated. An assessment of statistical data showing the development of the regions of Ukraine was carried out. Special emphasis is made on the role of strategic planning in improving regional development management processes. Ways to improve the management of regional development of Ukraine using European experience are suggested. A separate result of the study is the development of proposals for the implementation of the best practice of decentralization in the EU countries in the Ukrainian regions. The focus is on the legal, institutional, organizational, and technological areas of regional development management in Ukraine. Este artículo considera las peculiaridades de la gestión del desarrollo regional en Ucrania en la fase actual de su desarrollo. Se analizó la base normativa y legal sobre la que se lleva a cabo la descentralización en Ucrania. Se señala que el modelo ucraniano de descentralización es imperfecto y se presenta la experiencia de su aplicación en países europeos. Se presentan las deficiencias actuales en el ámbito de las decisiones de gestión a nivel regional en Ucrania. Se identifican los principales problemas del desarrollo regional y se fundamentan las pautas de su gestión en el contexto de la experiencia europea. Se realizó una evaluación de datos estadísticos que muestran el desarrollo de las regiones de Ucrania. Se hace especial hincapié en el papel de la planificación estratégica para mejorar los procesos de gestión del desarrollo regional. Se sugieren formas de mejorar la gestión del desarrollo regional de Ucrania utilizando la experiencia europea. Otro resultado del estudio es la elaboración de propuestas para la aplicación en las regiones ucranianas de las mejores prácticas de descentralización aplicadas en los países de la UE. El artículo se centra en los ámbitos jurídico, institucional, organizativo y tecnológico de la gestión del desarrollo regional en Ucrania. 現在の開発段階での、ウクライナの地域開発の管理の特殊性を考察する。ウクライナの地方分権が、どのような規範的かつ法的基盤の上に成り立っているかを分析する。ウクライナの地方分権モデルは不完全であり、またヨーロッパ諸国における地方分権の実施の経験が反映されていることが注目される。ウクライナの地域レベルでの管理上の意思決定の分野における現在の欠点を提示する。地域開発の主な問題を特定し、ヨーロッパの経験におけるその管理の方向性を裏付ける。ウクライナの地域開発を示す統計データを評価する。地域開発の管理プロセスの改善における戦略計画の役割に特に注目する。ヨーロッパの経験から、ウクライナの地域開発の管理を改善する方法を提案する。この研究のもう一つの成果は、ウクライナ地域のEU加盟国における最善な方法による地方分権化の実施に関する提言が得られたことである。ウクライナにおける地域開発管理の法的、制度的、組織的、技術的分野に焦点を当てている。
