Implikacije Covid-19 Na Tržištu Rada: Značaj Digitalnih Migracija (Implications Of Covid-19 In The Labour Market: The Importance Of Digital Migration)

Abstract

Pandemija COVID-19 promenila je ljudsku mobilnost širom sveta, naročito uvođenjem brojnih ograničenja, određenim ponašanjem ljudi i izbegavanjem socijalnih kontakata. Pandemija bi mogla bitno promeniti i lice globalne migracije. U toku ove pandemije, rad na daljinu dobije na značaju kao i digitalni pečalbari. Autor analizira implikacije pandemije COVID-19 na rad na daljinu i njegove refleksije na institucije, preduzeća i na tržište rada. Alternativni aranžmani rada, definisani kako uslovima rada tako i odnosom radnika prema svom poslodavcu, heterogeni su i brojni. Učinjen je osvrt i na literaturu o preferencijama radnika u odnosu na alternativne aranžmane, input-u na odluke preduzeća da ih ponude radnicima i uticaju regulacije. Uslovi rada se bitno razlikuju u zavisnosti od obrazovanja, s tim što radnici sa fakultetskim obrazovanjem imaju mnogo veću verovatnoću da ostvare fleksibilnost rasporeda ili lokacije rada. Poslednjih godina, u Srbiji je u porastu broj digitalnih pečalbara. Međutim, nadležni organi države im nisu posvećivali dužnu pažnju. Vlada bi u buduće morala da, u okviru dogradnje regulative tržišta rada i preko konkretnih javnih politika, efikasnije upravlja i digitalnim migracijama.
