Abstract

O território brasileiro é caracterizado por concentração e desconcentração econômica regional, acentuados por diferenças climáticas, demográficas, modo de produção, custos e na utilização de benefícios fiscais. Desse modo, a análise objetiva entender se a presença de benefícios fiscais de ICMS (indústria de transformação) influencia na taxa de crescimento do PIB a partir da Nova Geografia Econômica, teoria onde fatores territoriais são ferramentas de promoção ao crescimento econômico. A amostra conta com 1.159 municípios localizados entre estados do país. A modelagem, via painel dinâmico, unida ao referencial teórico, evidencia que os benefícios fiscais analisados não influenciam na taxa de crescimento do PIB real (2003 a 2012). A variável dependente é afetada por fatores especificamente regionais, como vínculos empregatícios, número estabelecimentos, VA industrial, custo de transporte e densidade demográfica.
