Abstract

A especialização inteligente aparece como elemento fundamental não só em relação à programação dos fundos da UE para 2014-2020, mas também, como uma oportunidade para gerar riqueza e emprego através do fenómeno conhecido como descoberta empreendedora. Portanto, é essencial para as regiões identificar e apoiar processos e iniciativas de descoberta empreendedora. Assim, o objetivo deste artigo é duplo. Em primeiro lugar, contribuir para o esclarecimento do conceito de descoberta empreendedora, tanto em termos teóricos como práticos. Em segundo lugar, estabelecer um conjunto de recomendações sobre o papel das descobertas empreendedoras dentro de uma estratégia de especialização inteligente e, mais especificamente, sobre os requisitos das políticas adequadas, capazes de identificar e incentivar os processos desta natureza.
