Assessing the Implementation and Cost of High Quality Early Care and Education: A Review of the Literature

Abstract

This report summarizes the findings of a literature review conducted in an effort to develop an instrument that reliably and consistently measures implementation and costs of high-quality education and care in center-based settings that serve children from birth to age 5.
