Abstract

Après une description du Federal Agriculture Improve and Reform Act of 1996, cette contribution propose quelques prévisions quant à ses conséquences sur la production et les exportations des États-Unis, et donc sur les prix mondiaux. Cette loi va sans doute accroître la pression sur l'agriculture européenne, et rendre nécessaire une réforme de certaines organisations communes de marchés, en particulier pour les oléagineux, le porc et les volailles. Après un bref rappel historique des débats entre l'Union européenne et les États-Unis, cette loi est décrite comme un point de départ possible pour une stratégie de négociation de la part des États-Unis. Le texte traite ensuite des réponses possibles à cette loi de la part de l'Union, dans la perspective d'un nouveau cycle de négociations commerciales multilatérales. Ces réponses pourraient prendre la forme d'une réorganisation radicale du soutien public accordé à l'agriculture.
