Abstract

Cet article propose un cadre analytique permettant d'étudier les impacts des différents instruments, prix garantis, aides directes et gel des terres, sur les allocations des surfaces, les offres et les rendements des grandes cultures, céréales et oléagineux, dans l'Union européenne. Le cadre analytique est basé sur le concept de facteur fixe allouable. Il permet d'évaluer les réponses des offres, des surfaces et des rendements aux aides compensatrices introduites en mai 1992 à l'occasion de la réforme de la PAC sur la base d'équations estimées sur une période où ces aides étaient nulles. L'application porte sur la France et permet d'apprécier le degré de découplage des aides compensatrices.
