Requisitos técnicos, integración regional y respuestas empresariales: los casos de arándanos y maquinaria agrícola en Argentina

Abstract

La creciente prevalencia de requisitos técnicos, públicos y privados, para la comercialización de bienes impone desafíos a las empresas de América Latina que buscan exportar, con potencial efecto sobre la inserción internacional de la región y su comercio intrarregional. Realizamos dos estudios de caso en Argentina en los sectores de arándanos y maquinaria agrícola. Describimos los requisitos técnicos impuestos por países de la región y algunos de los principales países desarrollados, a la vez que analizamos los desafíos que implica su cumplimiento para las empresas de la región y las estrategias que emplean para superarlos. Finalmente, discutimos áreas de vacancia para la política pública. Encontramos que los requisitos técnicos no son una barrera infranqueable para las empresas que deciden cumplirlos. De todas formas, la política pública tiene un rol importante para facilitar que las empresas, particularmente las más pequeñas, los conozcan y puedan cumplimentarlos en forma efectiva y poco costosa.
