Einfluss Der Biogaserzeugung Auf Landwirtschaftliche Pachtpreise In Deutschland

Abstract

Auf Grundlage der garantierten Einspeisevergütungen des Erneuerbaren-Energien-Gesetzes sind in den vergangenen Jahren vermehrt Biogasanlagen auf Basis landwirtschaftlichen Energiepflanzenanbaus errichtet worden. Das Ziel dieses Beitrages ist es zu prüfen, inwiefern aus der gestiegenen Biogaserzeugung Effekte auf landwirtschaftliche Pachtpreise resultieren. Die Quantifizierung dieser Effekte wird durch eine räumlich-ökonometrische ex post Analyse einzelbetrieblicher Neupachtpreisdaten vorgenommen. Die Daten stammen aus den Agrarstrukturerhebungen der Jahre 2007 und 1999. Sie erlauben die Berechnung von Pachtpreisen der in 2005 und 2006 neu abgeschlossenen Pachtverträge. Die Methode berücksichtigt explizit einen räumlichen Pachtpreiszusammenhang zwischen benachbarten Landwirten. Die landwirtschaftliche Biogaserzeugung, gemessen als einzelbetrieblicher Anbauanteil von Energiepflanzen zur Biogaserzeugung, erhöht die Neupachtpreise in Westdeutschland signifikant. Die geschätzte Summe an zusätzlicher jährlicher Pachtzahlung, hervorgerufen durch die Biogaserzeugung, beträgt bei Hochrechnung auf die gesamte Pachtfläche Westdeutschlands – je nach Modellspezifikation – etwa 7 bis 9 Mio. €.
