Akademisches Humankapital in Deutschland: Potenziale und Handlungsbedarf

Abstract

Die im letzten Jahrzehnt geringe Wachstumsdynamik in Deutschland ist zum Teil auf die nur moderate Zunahme an akademischen Qualifikationen der Erwerbsbevölkerung zurückzuführen. In den kommenden Dekaden dürfte der Anteil der Akademiker an der 25- bis 64-jährigen Bevölkerung steigen, besonders bedingt durch eine stärkere Bildungsbeteiligung der Frauen. Gleichzeitig sinkt jedoch der Anteil der 25- bis 64-Jährigen an der Gesamtbevölkerung. Der Anteil der Akademiker im erwerbsfähigen Alter an der Gesamtbevölkerung nähme dadurch weiterhin nur schwach zu. Das gilt auch für die mathematischen, ingenieur- und naturwissenschaftlichen sowie technischen Akademiker. Stärkere Wachstumsimpulse können daher aus dem akademischen Humankapital nur nach ursachenadäquaten Reformen gewonnen werden. Durch eine stärkere Bindung der in Deutschland studierenden Bildungsausländer, höhere Anreize zur Studienaufnahme, effizientere Bildungszeiten und eine Erhöhung des Renteneintrittsalters lässt sich das Akademikerangebot im Jahr 2030 um knapp ein Drittel steigern.
