Die Entwicklung des öffentlichen Aufwandes für Pflegedienstleistungen. Projektion für die österreichischen Bundesländer

Abstract

Die Projektion der öffentlichen Nettoausgaben für Pflegedienstleistungen in den Bundesländern, die aus Mitteln der Sozialhilfe bzw. der Mindestsicherung (mit-)finanziert werden, berücksichtigt die prognostizierte demographische Entwicklung, die Verbesserung der Gesundheit der Älteren, den Rückgang der informellen Pflege sowie Kostensteigerungen, nicht jedoch künftige Politikänderungen. Zwischen 2012 und 2030 wird demnach der öffentliche Gesamtaufwand um 112% (Burgenland) bis 159% (Vorarlberg) zunehmen. Dabei ergibt sich ein etwas geringerer Anstieg für mobile Dienste als für stationäre Dienste. Ein "Politikszenario" unterstellt eine schrittweise Einschränkung der stationären Pflege und zeigt, dass eine treffsicherere Vergabe der Pflegeheimplätze die Kosten senken würde.
