Abstract

Zusammenfassung Luftverkehrsdienste benötigen ergänzende boden- und luftseitige Infrastrukturen. Kapazitätsbeschränkungen des Start- und Landebahnsystems eines Flughafens stellen einen erheblichen Engpass dar. Das Nutzungsrecht hängt von der Verfügbarkeit eines Slots ab. Wenn die Nachfrage nach Slots das Angebot übersteigt, ist ein Zuweisungsverfahren erforderlich. In den meisten Ländern der Welt gibt es dafür keinen Marktmechanismus. Eine Besitzstandsklausel beschränkt den Zutritt für Neueinsteiger auf überlasteten Flughäfen. Aus der Perspektive der Eigentumsrechte lässt sich Abhilfe schaffen.
