Abstract

Einzelne Berufsverbaende haben in den letzten Jahren eigenstaendige Tarifvertraege erkaempft. Damit sind sie in einen tarifpolitischen UEberbietungswettbewerb mit den etablierten DGB-Gewerkschaften eingetreten. Am Beispiel von Vereinigung Cockpit, Marburger Bund und GDL wird gezeigt, dass der Aufstieg von Berufsverbaenden zu Tarifakteuren sehr voraussetzungsvoll ist. Den untersuchten Faellen lagen historisch gewachsene, insbesondere organisationsbedingte Voraussetzungen zugrunde, die durch spezifische Gelegenheitsstrukturen aktiviert werden konnten. Dies impliziert, dass es anderen Berufsgruppen nicht ohne weiteres moeglich sein wird, dem Beispiel der Piloten, AErzte oder Lokfuehrer zu folgen. Fuer die Zukunft der industriellen Beziehungen deutet sich ein Nebeneinander von Industrie- und Spartengewerkschaften in einzelnen Sektoren an. Ein universeller Trend zur Pluralisierung der Akteurskonstellation sowie eine weitere Transformation des deutschen Modells der Arbeitsbeziehungen kann aus den untersuchten Faellen jedoch nicht abgeleitet werden.
