Changements de régime d'indemnisation et transitions vers l'emploi : une étude sur données longitudinales UNEDIC

Abstract

[eng] We try to measure the impact of the French unemployment insurance system on transitions from unemployement to employment and to the out of labor force state. We take into account the dynamics of the compensation scheme : decrease of the level of unemployment benefits, and approach of benefits exhaustion. Results show that getting closer to exhaustion has a significant positive effect on the transition rates. [fre] Ce travail vise à apprécier l'impact du système français d'assurance chômage sur les taux de sortie du chômage, que l'issue en soit l'emploi ou l'inactivité. Nous prenons en compte simultanément les deux aspects d'évolution de l'indemnisation : diminution du montant et écoulement de la durée des droits à l'indemni­sation. Nous analysons le comportement individuel à l'approche de la date théori­que de fin d'indemnisation, ou lorsque survient un changement de régime d'indemnisation - forcément moins avantageux. Les résultats font apparaître une augmentation des taux de sortie à ces moments particuliers de l'épisode de chô­mage.
