Abstract

[fre] Les nouvelles théories de la croissance. Quelques apports pour la politique économique. . Cet article passe en revue les développements de la théorie de la croissance durant la dernière décennie, en particulier en ce qui concerne les politiques publi­ques. La conclusion principale des nouvelles théories est bien connue : la croissance est endogène, c'est-à-dire qu'elle dépend de l'épargne (au sens large) ; les politiques publiques peuvent alors modifier le taux de croissance.. Les nouvelles théories donnent de l'actualité à des analyses anciennes, partagées par la planification à la française. Elles insistent sur l'investissement, la recherche, le capital humain, les infrastructures et aussi sur la coordination entre agents privés.. Ces théories sont maintenant critiquées. Certains soulignent la faiblesse des validations empiriques. Cependant, plutôt que de rejeter les nouvelles théories, les chercheurs doivent s'attacher à expliquer — et à mesurer — les principaux mécanismes qui engendrent la croissance. [eng] New growth theories : some contributions. . This paper reviews the developments in Growth Theory during the last decade, placing emphasis on consequences on public policy. The main conclusion of new theories is well known : growth is endogenous, ie it depends on saving (in a wide acception) ; then public policy could alter the rate of growth. New theories give new topicality to old analysis which were shared by french planning. They put emphasis on investment, research, human capital, infrastructure and also on the coordination between private agents.. These theories are now questionned. One may underline the weakness of empirical validation. Nervertheless, rather than reject new theories, researchers should focus on explaining — and on measuring — the main mechanisms which lead to growth.
