Analysis on the effect and mechanism of land misallocation on carbon emissions efficiency: Evidence from China

Abstract

The land misallocation between industrial land and commercial land should be emphasized when analyzing carbon emissions efficiency. This paper tests the effect and mechanisms of land misallocation on carbon emissions efficiency using Chinese city-level data in the period 2009–2017. Our study shows that the misallocation between industrial land and commercial land in China has a significant and robust negative impact on carbon emissions efficiency. The influence has significant heterogeneity across cities. Through the mechanism analyses, this paper confirms that land misallocation affects carbon emissions efficiency through four internal mechanisms: the lagged upgrading of urban industrial structure, the development of high-pollution and energy-consuming industries within the secondary industry, the lagged upgrading of urban technological innovation, and the lagged development of high-end tertiary industries within the tertiary industry. This research enriches the literature on factors that influence carbon emissions efficiency and provides a new perspective for government to improve policymaking on this topic.
