Un índice de concentración del presupuesto público

Abstract

Este documento busca proponer un índice que identifique la concentración de recursos a lo largo de la ejecución de cada vigencia presupuestal en el sector público. Este ejercicio se realiza evaluando las instituciones del Gobierno nacional central encargadas de invertir en sectores estratégicos para el crecimiento económico, los cuales fueron denominados por el actual gobierno como locomotoras para la prosperidad democrática. Se encuentra que la asignación de recursos al finalizar cada vigencia está asociada a rezagos presupuestales en el periodo inmediatamente anterior. Una primera explicación para este fenómeno es el proceso contractual propio de cada institución del Estado, que puede verse reflejado en dinámicas de gestión que se repiten cada periodo. Por el contrario, se encuentra una débil relación con la magnitud presupuestal asignada para cada institución al principio de cada ano.
