Der Sozialstaat wurde geschaffen, die Fehlfunktionen des Arbeitsmarktes zu korrigieren und mehr soziale Gerechtigkeit herzustellen, als es der Markt vermag. Aber der Sozialstaat trägt seinerseits zu den sichtbaren Defekten des Arbeitsmarktes bei. Besonders problematisch ist die heutige Sozialhilfe, weil sie eine feste Lohnuntergrenze in das Tarifsystem einzieht. Kaum jemand ist bereit, zu einem Lohn unterhalb der Sozialhilfe zu arbeiten. Andererseits stellt kein Unternehmen jemanden ein, dessen Lohn höher ist als die Wertschöpfung, die er zu leisten vermag. Arbeitslosigkeit im Niedriglohnbereich ist die Folge.
