Untersuchung der Eigentumsstrukturen von Landwirtschaftsfläche in Deutschland

Abstract

In Deutschland existiert keine statistische Erhebung über die Verteilung des Grundeigentums. Für Flächen der Nutzungsart Landwirtschaft wird in diesem Bericht eine Analyse der Eigentumsstrukturen in einer bundesweiten Stichprobe von 59 Gemeinden vorgelegt. Basis sind die Eigentümerdaten aus dem Amtlichen Liegenschaftskataster-Informationssystem (ALKIS), die mithilfe von Algorithmen hinsichtlich der personellen Identität von Eigentümern aufbereitet und anonymisiert ausgewertet werden. Neben der Flächengröße individueller Eigentümer wird auch die aggregierte Fläche von wirtschaftlich zusammengehörigen Personen (Haushalten) und Unternehmen berechnet. Dabei werden auch landwirtschaftliche Haushalte bzw. Betriebe, die flächenbezogene Prämien der EU-Agrarförderung beziehen, identifiziert. Auswertungen erfolgen hinsichtlich der Verteilung auf Eigentümerkategorien (wie Bund, Land, Kommune, Kirche, natürliche Person, Unternehmen), des Alters und Geschlechts natürlicher Personen und des Wohn-bzw. Firmensitzes der Eigentümer. Zudem werden der Gini-Koeffizient der Eigentumsverteilung und Konzentrationsraten der fünf größten Eigentümer ermittelt. Alle Merkmale zeigen eine sehr große Streubreite in der Stichprobe der untersuchten Gemeinden.
