Zeitrechte von Beschäftigten und ihre betriebliche Umsetzung: Ergebnisse einer quantitativen Betriebsbefragung

Abstract

Arbeitnehmerbezogene Zeitrechte und tarifliche Wahloptionen zur temporären Arbeitszeitverkürzung sind in deutschen Betrieben weit verbreitet. Nur in weniger als 2 % der Betriebe ab 50 Beschäftigten wurde in den letzten fünf Jahren kein Gebrauch von diesen Möglich- keiten gemacht. ● Die Elternzeit ist das von den Beschäftigten am häufigsten genutzte Zeitrecht. Auch tarifliche Wahloptionen sind weit verbreitet, wäh- rend Pflegezeiten kaum in Anspruch genommen werden. Mehr als 40 % der Betriebe berichten, dass sie Anfragen nach temporärer Ar- beitszeitreduzierung auch mittels informeller Absprachen regeln. ● Die Vielfalt arbeitnehmerbezogener Zeitrechte, ihre unterschiedli- chen Ankündigungsfristen und Bestimmungen, fordert die Betriebe heraus, die Ausfallzeiten zu kompensieren. ● Interne Vertretungen, Mehrarbeit und flexible Arbeitszeitmodelle sind die von Betrieben am häufigsten gewählte und als besonders effektiv bewertete Kompensationsmaßnahme.
