COVID-19 und der Rüstungssektor: Akute Folgen und deren Interaktion mit bestehenden Branchentrends

Abstract

COVID-19 hat eine globale Wirtschaftskrise ausgelöst. Diese belastet Staatshaushalte und erhöht den politischen Druck auf globale Verteidigungsausgaben. Transnationale Lieferketten, die auf umfangreichen Transportkapazitäten und reibungslosem Warenverkehr beruhen, zeigten in dieser Krise ihre Fragilität. Beides wird das militärische Beschaffungswesen Deutschland und Europa sowie den globalen Rüstungsgüterhandel beeinträchtigen. Zudem könnten Kürzungen in den militärischen Forschungs- und Entwicklungsausgaben das verteidigungsindustrielle Innovationsökosystem gefährden, das stark von staatlichen Mitteln abhängt. Vor der COVID-19-Krise erreichten die globalen Verteidigungsausgaben ein neues absolutes Hoch. Zudem wuchsen die Ausgaben zwischen 2018 und 2019 so schnell wie seit 2010 nicht mehr. Mit Ausnahme von Sub-Sahara Afrika erhöhten alle Weltregionen ihre Verteidigungsausgaben zwischen 2018 und 2019 - angeführt von Europa mit einer Erhöhung um fünf Prozent. [...]
