Volkswirtschaftliche Effekte der Reform des europäischen Emissionszertifikatehandels auf die deutsche Stahlindustrie und angeschlossene Wirtschaftszweige

Abstract

Die deutsche Stahlindustrie ist eine klassische Vorleistungsindustrie und eng mit dem Fahrzeug- und dem Maschinenbau verknüpft, zwei Sektoren, die zu den wesentlichen Standbeinen der deutschen Exportwirtschaft zählen. Der Bestand der deutschen Stahlindustrie ist allerdings gefährdet, da Pläne der EU-Kommission zur Reform des europäischen Handelssystems für Emissionszertifikate auf eine spürbare Verteuerung der Zertifikate abzielen – was eine Verteuerung des europäischen Stahls zur Folge hätte. Diese Verteuerung kann zur Produktionsverlagerung in das nicht europäische Ausland führen und damit Wertschöpfungs- und Beschäftigungsverluste in Europa auslösen. Ziel dieser Studie ist es, die Implikationen einer solchen kostenseitigen Belastung der Stahlindustrie für die deutsche Wirtschaft zu simulieren. Als Grundlage dienen die im Juli 2015 von der EU-Kommission kommunizierten Reformpläne.
