Clusterentwicklung und -politik in der Verpackungsmaschinenbau-Industrie Mittelhessens

Abstract

Mit dem Clusterkonzept sind vielfältige Hoffnungen verbunden, Impulse für eine positive Regionalentwicklung geben zu können. Allerdings zeigen Beispiele von positiven und negativen Cluster-entwicklungen über einen längeren Zeitraum in unterschiedlichen Regionen, dass es keinen ideal-typischen Verlauf der Clusterentwicklung gibt. Die Determinanten der Clusterentwicklung bedürfen daher einer genaueren Überprüfung. Die (Regional-) Politik setzt seit einigen Jahren verstärkt auf das Instrument der Clusterpolitik, um solche räumlichen Ballungen zu unterstützen und mögliche Vorteile für die Unternehmen und weitere Akteure zu erzeugen. Mit der Untersuchung dreier Cluster der Verpackungsmaschinenbau-Industrie im Landkreis Schwäbisch-Hall, in der Region Stuttgart sowie in Mittelhessen werden einerseits sehr unterschiedliche Clusterentwicklungen vorgestellt und analysiert, welche Faktoren für diese unterschiedliche Entwicklungen verantwortlich sind, und zum anderen der Frage nachgegangen, welche Rolle die Politik bei der Clusterentwicklung spielt und welche Einflüsse die Clusterinitiativen auf die Unternehmen haben. Der Schwerpunkt der vorliegenden Studie liegt auf dem Cluster in Mittelhessen, das sich in den letzten Jahren tendenziell schlechter entwickelt hat als die wesentlich erfolgreicheren Cluster in Baden-Württemberg. Somit wird insbesondere die Frage behandelt, welche potenziellen Clustervorteile sich in Mittelhessen nicht entfaltet haben und welche weiteren Ursachen der negativen Entwicklung zugrunde liegen.
