Der Wettbewerb und seine Grenzen: Netzgebundene Leistungen aus ökonomischer Sicht

Abstract

Aus dem Spektrum des Regelungsbereichs netzgebundener Leistungen lassen sich zumindest drei Kernbereiche herauskristallisieren. Erstens: technische Regulierungsfunktionen: Standardisierung und Netzsicherheit. Zweitens: Versorgungssicherheit und Universaldienstziele. Drittens: die Abgrenzung zwischen allgemeiner Wettbewerbspolitik und sektorspezifischer Regulierung. In diesem Aufsatz werden die beiden letzteren Problembereiche behandelt, wobei die Problematik der Netzzugangsregulierung aufgrund ihrer besonderen Aktualität im Vordergrund steht. Hier wird vor allem auf die Reformdebatte der zukünftigen Telekommunikationsregulierung und des Energiesektors eingegangen.
