Mesure du degré de convergence politique, économique et sociale en Méditerranée

Abstract

En vue de concorder avec les objectifs imposés par la conjoncture économique actuelle, conciliant globalisation et régionalisation, les pays méditerranéens ont décidé de contourner leurs différends au profit d’une coopération Nord-Sud. A cet effet, un partenariat liant 27 pays des rives Nord, Sud et Est du bassin méditerranéen, a officiellement vu le jour en novembre 1995 à Barcelone. L’objectif principal étant de former à l’horizon 2010-2012, une zone de libre-échange et de prospérité économique, d’une part, un espace de stabilité politique et de bien-être social, d’autre part. Afin que cette alliance soit profitable à l’ensemble des pays impliqués, il est important de faire le point sur les sources éventuelles d’asymétries et autres décalages pouvant entraver leur coopération. C’est pourquoi, il est utile d’établir les rangs respectifs des partenaires méditerranéens et d’estimer les écarts qui se forgent entre eux, en partant d’un ensemble de critères. L’idée est donc de procéder à un rating permettant de définir le comportement des pays méditerranéens sur les plans politique, économique et social durant la dernière décennie et à partir de là, déceler une éventuelle possibilité de convergence.
