Les petits producteurs ont-ils ete le moteur de la croissance du secteur manufacturier canadien au cours des annees 1980?

Abstract

Les petites entreprises sont souvent percues comme le moteur de la croissance economique. Essentiellement, deux preuves empiriques sont avancees a l'appui de cette assertion : la premiere est que la creation d'emploi est principalement le fait des petites entreprises; la seconde est que la part de l'emploi imputable aux petites entreprises a augmente au cours des vingt dernieres annees. Ces deux arguments reposent sur un seul facteur : l'emploi. Le present document a pour objet de determiner si le changement d'instrument de mesure peut influer sur la perception du role des petites entreprises dans le processus de croissance economique. Dans la premiere section du document, l'emploi constitue l'unite de mesure pour evaluer l'importance des petites entreprises; cependant, la mesure brute de l'emploi est modifiee, de facon a ce qu'il soit tenu compte du fait que les salaires verses par les petites entreprises sont moins eleves que ceux verses par les grandes entreprises. On y examine egalement les elements et donnees qui indiquent que les producteurs de plus petite taille dans le secteur manufacturier paient des salaires moins eleves que les grands producteurs, et que l'ecart s'est creuse au fil des ans. Des taux salariaux relatifs sont ensuite utilises pour faire l'evaluation de l'emploi, ce qui permet de demontrer que la performance des petits producteurs n'est pas meilleure que celle des grands producteurs sur le plan de la creation d'emploi au cours des annees 1970 et 1980 au Canada, une fois pris en compte l'ecart entre les taux salariaux. Dans la deuxieme section, la performance relative est evaluee en fonction de la productivite du travail et des extrants au lieu de l'emploi. Le document montre que, si la part des emplois que detiennent les petits producteurs a augmente considerablement, leur part des extrants n'a presque pas progresse. Les petites entreprises ont perdu du terrain par rapport aux grandes societes pour ce qui est des salaires verses et de la productivite du travail. La part des emplois que detiennent les grands producteurs a diminue, tandis que leur part des extrants s'est maintenue, ce qui a eu pour consequence une hausse spectaculaire de leur productivite relative du travail.
