L’état social en crise et la modification de la régulation de la protection vieillesse (The crisis of social state and the change of the old age protection regulation)

Abstract

Le ratio public/privé dans la fourniture de prestations sociales évolue aujourd’hui en raison de la mutation radicale de l’environnement international et des structures sociales. L’argument décisif est de nature économique. Il est dicté par la nécessité de limiter les coûts sociaux et fiscaux sur la compétitivité des entreprises. En pratique, la remise sur le marché de prestations sociales permet de construire une offre différenciée de services et de prestations. Les clients de la protection sociale ont alors la possibilité de construire plus facilement, à condition d’en avoir les moyens financiers, un ensemble individualisé et non plus dépersonnalisé de prestations sociales. Concomitamment à cette logique de déconstruction des prestations sociales impersonnelles, s’amplifient les pratiques intergénérationnelles du don. Ces évolutions interdépendantes, à l’oeuvre dans le tissu social, ne sont ni incompatibles ni paradoxales. The ratio public/private supply of social services evolves because of the radical mutation of the international environment and of social structures. The main argument is economic: its is necessary to limit the impact of social and fiscal costs on the entreprise competitivness. In the facts, the reintroduction into the market of several social services is the cause of a deap services differentiation. Social protection consumers can have access (if it is finacially possible) to a large scale of individual (and not collective) social services. At the same time, intergenerational practices of giving compensate the destruction of the system of collective social services. These interactive tendances, introduced into the social system, are not incompatible nor paradoxical.
