Do Superintendent Turnovers Matter for Student Performance?

Abstract

While numerous empirical studies—particularly in the United States— have examined the management skills and leadership of educational leaders, there remains limited evidence in the Japanese context. This study investigates the causal effect of superintendent turnover at the municipal level on student academic achievement, using a large-scale panel dataset from a standardized academic assessment conducted in a prefecture in Japan. The results suggest that changes in superintendents have limited effects on students' academic performance.
