Freiheit und Bedrängnis: Zuwanderung am Arbeitsmarkt

Abstract

Die Nettozuwanderung nach Deutschland ist im Jahre 2013 wieder auf einen Wert gestiegen, den es zuletzt vor über einem Jahrzehnt gegeben hat. Gleichzeitig entwickelt sich aktuell eine besorgte öffentliche Debatte über die sogenannte Wohlfahrtsmigration - dabei wird unterstellt, dass Bürger der EU ihren Aufenthaltsort ohne Arbeitsabsicht zum Zwecke der Ausnutzung von Wohlfahrtsregelungen in ein günstigeres anderes EU-Land verlagern. Ergebnisse empirischer Untersuchungen liefern jedoch keine Belege für diese Sorgen. Die Zuwanderung nach Deutschland schafft wirtschaftliche Chancen und keine Belastungen des Wohlfahrtsstaates, wenn sie aus der Sicht der Anforderungen des Arbeitsmarktes betrieben wird. Der verwirklichte eine Markt in der EU birgt zwar Herausforderungen, kann aber durch überlegte ökonomische Anreizregelungen und in Verbindung mit Mobilitätspartnerschaften mit Drittstaaten zu höherem Wohlstand führen.
