Abstract

Mit der hartnäckigen Tendenz zur Deflation verliert die Geldpolitik, die den Euroraum bislang entscheidend stabilisiert hat, an Wirksamkeit. Sie bedarf dringend der Flankierung durch die Finanzpolitik, die mittels höherer Investitionen die Wirtschaft im Euroraum stimuliert und so die Stagnations- und Deflationsgefahr bannen kann. Modellrechnungen ergeben, dass eine Ausweitung der öffentlichen Investitionen um 1 % des BIP für die Dauer von 3 Jahren das Euroraum-BIP im selben Zeitraum um durchschnittlich 1,6 % erhöhen würde. Ein Wechsel des finanzpolitischen Kurses deutet sich bereits an. Damit ist die bisherige Strategie, die den Euroraum durch einen harten Sparkurs aus der Krise führen sollte, gescheitert. Nunmehr werden vielfach Konzepte entwickelt, die die Investitionstätigkeit beleben sollen. Sie sind jedoch quantitativ und konzeptionell bislang unzureichend.
