Impacto Macroeconómico del Retraso en las Inversiones de Generación Eléctrica en Chile

Abstract

El presente trabajo estima el impacto en el desempeño macroeconómico de Chile del atraso en las inversiones de generación eléctrica que ha caracterizado al sector en los últimos años. El estudio aporta a la literatura especializada haciendo converger la estimación de precios eléctricos con modelos de simulación estocásticos y el uso de técnicas econométricas avanzadas, en el marco de un modelo macroeconómico dinámico de equilibrio general. Comparando algunos escenarios, el resultado de la investigación muestra que el atraso de dichas inversiones representaría para el país, entre el año 2012 y el 2019, una pérdida del Producto Interno Bruto de una magnitud cercana al 6%, es decir, aproximadamente un año de crecimiento, con la consiguiente disminución en el consumo interno y la creación de empleo. Asimismo, bajo escenarios alternativos, si el país asumiera a partir de hoy una política que fomente un desarrollo de inversiones eléctricas más acorde a los plazos eficientes, la mencionada pérdida podría disminuir a cerca de la mitad.
