Abstract

Les économistes, et particulièrement les économistes des transports, ont depuis longtemps souligné la forte corrélation entre croissance économique et développement des transports. A tel point que beaucoup, y compris parmi les historiens et les élus, ont transformé cette corrélation en causalité : la mise en place d'infrastructures de transport adaptées seraient une condition nécessaire à la croissance économique. Ainsi, tout au long du XX° siècle, cette idée a été largement partagée comme en témoignent à la fois le développement des moyens de transport (route, fer, air) et l'accroissement des mobilités de personnes et de marchandises.Ce rapport a pour objectif de revenir sur les fondements du couplage pour la mobilité des personnes. Après un retour sur quelques grands indicateurs, les auteurs s'attachent à analyser les tendances qui expliquent pourquoi le secteur des transports est un secteur énergivore et pourquoi il est couplé avec la croissance économique. Pour ce faire, ils mobilisent deux auteurs, Y. Zahavi et I. Illich, tous deux éclairent des mécanismes individuels à l'œuvre dans la génération de la mobilité des personnes.
