Abstract

La transition énergétique exige des investissements massifs pour décarboner les systèmes énergétiques et renforcer la sécurité d'approvisionnement. Les communautés d'énergie peuvent y contribuer en mobilisant l'épargne des ménages et des entreprises à travers des formes d'investissement et d'organisation collective, en particulier l'autoconsommation collective. En France, la transposition de deux directives européennes reste prudente et ne traduit qu'imparfaitement l'ambition initiale. Cet article met en lumière trois verrous institutionnels majeurs : une conception réduite au partage d'électricité, des règles de proximité et de tarification du réseau complexes, et une répartition par défaut qui limite la gouvernance des participants.
