Abstract

L'intelligence territoriale (François, 2008, Herbaux, 2006), mobilisant acteurs et outils en réseau, vise à accroître la compétitivité et l'attractivité des territoires par un échange d'informations adapté aux évolutions locales. Les territoires insulaires, comme la Guadeloupe, font face à des défis spécifiques qui influencent l'adhésion aux politiques publiques. Ce contexte guadeloupéen, marqué par des particularités historiques et socio-économiques, interroge la relation entre composition territoriale et refus de la stratégie vaccinale contre la Covid-19. Une analyse sémiotique est ici menée pour mieux comprendre ces réalités locales et optimiser les politiques de proximité.
