Abstract

Security is a subjective, uncertain concept. It is not only about defence by arms, it must also take into account issues of public health, the satisfaction of people's basic needs and the choices between the immediate and the near or long-term future. The scarcity of raw materials and energy resources, the maintenance of clean air and drinking water, desertification, the use of the best agricultural land for housing, chemical pollution, social inequalities and territorial economic development, climate change, the moral hazard of multinational firms, pollution, but also the violent struggle for the appropriation of scarce resources are all dangers that are looming and creating relative insecurity for life on Earth. The construction of one or more security indices would be useful. War is still a potential situation in today's world.
