Abstract

Après avoir fondé le modèle technocratique, d'une part sur la neutralité du savoir et de son utilisation, et d'autre part sur l'existence d'un intérêt général transcendant les intérêts particuliers, nous nous attachons à montrer : dans une première partie, que le Savoir n'est neutre ni dans sa conception, ni dans son utilisation et qu'il ne peut pas justifier l'intervention puisque dès qu'il devient l'enjeu de pouvoir il se pervertit en se mettant au service de ceux qui l'utilisent (deuxième partie). Ce mouvement d'objectivisation de la science et de neutralisation du débat politique est alors expliqué, dans une troisième partie, par l'intérêt de l'administration qui rend son action indépendante de la demande sociale exprimée par le vote.
