La comparación de distribuciones de renta en un contexto dinámico: dificultades y perspectivas

Abstract

Actualmente comienza a ser posible el seguimiento de las rentas individuales en muestras de datos de panel. El objetivo de este trabajo es poner de manifiesto que no es obvio cómo analizar esta riqueza de datos desde el punto de vista normativo. El problema central es el siguiente: ¿debemos concentrarnos exclusivamente en comparar las distribuciones de renta agregada sin conceder ningún peso a la distribución de rentas en cada período de tiempo particular? ¿No cabe también conceder alguna importancia a la comparación de las rentas de los individuos que están en la misma etapa del ciclo vital? En el estudio de estas alternativas comprobamos que es imprescindible atender otros problemas también acuciantes, como la conveniencia de aplicar una tasa social de descuento positiva, la comparación de los flujos de renta de individuos que viven un número distinto de años, y la extensión a un contexto verdaderamente intertemporal de las ideas de la literatura sobre la movilidad de la renta desarrolladas en un mundo de dos períodos. Nuestra discusión va guiada por la pregunta de si es necesario añadir nuevos juicios de valor a la lista que hemos venido utilizando desde 1970 hasta la fecha para comparar dos distribuciones de renta independientes.
