¿Qué hacer en políticas públicas?

Abstract

Con ocasión de la llegada del nuevo gobierno, Fedesarrollo elaboró 17 documentos de política pública que abordan los principales problemas de Colombia– incluyendo temas económicos como empleo y desarrollo productivo, sociales como salud y educación, institucionales como descentralización y corrupción, entre muchos otros aspectos determinantes para el bienestar y el progreso de los colombianos. Esto con el fin de tener una visión concisa y priorizada de los principales problemas de política pública en el país, las causas de esos problemas y las propuestas para resolverlos. El objetivo es que este ejercicio de priorización pueda aportar al gobierno entrante una hoja de ruta clara de las acciones que más impacto podrían tener en los próximos cuatro anos. Para la elaboración del libro, se realizaron 34 sesiones de discusión con cerca de 140 expertos–incluyendo académicos, exservidores públicos, líderes gremiales y sindicales, con el fin de presentar las ideas de Fedesarrollo y recibir críticas constructivas que permitieran refinar y mejorar lo inicialmente planteado. Con esta serie de documentos se busca aportar al debate sobre las políticas públicas, en un momento en el que el país tendrá que tomar decisiones sobre reformas difíciles, pero absolutamente necesarias para encauzar a Colombia hacia un contrato social con más equidad en las oportunidades y con menos riesgos en cabeza de los hogares– como el desempleo y la desprotección económica en la vejez.******Abstract: On the occasion of the arrival of the new government, Fedesarrollo prepared 17 public policy documents that address Colombia's main problems - including economic issues such as employment and productive development, social issues such as health and education, institutional issues such as decentralization and corruption, among many other aspects that determine the well-being and progress of Colombians. The aim is to have a concise and prioritized vision of the main public policy problems in the country, the causes of these problems and the proposals to solve them. The objective is that this prioritization exercise can provide the incoming government with a clear road map of the actions that could have the greatest impact in the next four years. In order to prepare the book, 34 discussion sessions were held with nearly 140 experts-including academics, former public servants and union leaders-to present Fedesarrollo’s ideas and receive constructive criticism that would allow to refine and improve what was initially proposed. The purpose of this series of documents is to contribute to the debate on public policies at a time when the country will have to make decisions on difficult but absolutely necessary reforms to channel Colombia towards a social contract with more equitable opportunities and fewer risks for households - such as unemployment and lack of economic protection in old age.
