¿Qué sigue en materia de reformas en los sectores sociales?

Abstract

“Los más recientes informes de algunos organismos multilaterales realizan el ejercicio de evaluar las reformas en América Latina en los últimos 10 anos y de proponer las acciones necesarias hacia el futuro para alcanzar mejores niveles de desarrollo económico y social en la región. El propósito de esta sección es examinar, a partir de estos estudios y de evidencia adicional sobre Colombia, algunos resultados de las reforma recientes en Educación y Salud. En este ejercicio han sido muy importantes los estudios y las recomendaciones realizadas por la Comisión de Racionalización del Gasto y de las Finanzas Públicas, así como el resultado de la aplicación del análisis neo-institucional a la evaluación de las políticas públicas (Wiesner, 1997). En primer lugar, se examinan los principales obstáculos encontrados en los procesos de reforma en los sectores de Educación y Salud en Colombia, y posteriormente se presentan unas recomendaciones adicionales.”
