Elasticidades gasto e ingreso de la demanda de educación

Abstract

"Las políticas fiscales tanto por el lado del gasto, como por el de los ingresos no suelen considerar, de manera explícita, las consecuencias que tienen en la estructura de la demanda de los hogares. Frente a las decisiones que toma el gobierno en materia de gasto público, tarifas o impuestos, los hogares reaccionan recomponiendo su canasta de bienes. Cada uno de los hogares establece una especie de balance contable con el Estado. Por un lado recibe servicios, becas, dinero, etc. y, por otro, paga impuestos, tasas y tarifas. Diversos estudios han examinado el impacto equidad de la política fiscal considerando de manera explícita el saldo de cada hogar con el Estado. Este tipo de aproximación debe ser completada con un análisis de la forma corno repercuten en la demanda los cambios en el ingreso ocasionados por los subsidios y los impuestos." El ensayo tiene dos partes. En la primera se estiman funciones de demanda con el fin de determinar las elasticidades del consumo en educación con respecto al ingreso y al gasto. En la segunda parte se calcula el impacto que tiene un impuesto, el IVA, en la recomposición de la canasta de consumo del hogar."
