Evolución reciente del mercado laboral urbano y alternativas de política

Abstract

Este trabajo tiene dos partes independientes. La primera parte presenta una descripción de la dinámica reciente del mercado laboral, y la segunda presenta un análisis de las alternativas de política que contribuirían a un mejoramiento de los indicadores de empleo. Los resultados de la primera parte ponen de presente el deterioro de los indicadores de mercado laboral como resultado de la crisis económica, así como su reversión parcial como resultado de la recuperación reciente. Los resultados sugieren, así mismo, que la recuperación ha beneficiado a los más jóvenes pero no ha sido suficiente para revertir las brechas estructurales entre trabajadores calificados y no calificados. Las recomendaciones de política están basadas en dos premisas principales: i) la política social debe subordinarse a la política de empleo y no viceversa, y ii) las restricciones de economía política dejan poco margen para implantar cambios de fondo en la regulación de mercado laboral.
