Abstract

El crecimiento acelerado de la población urbana en Colombia ha creado un reto en materia de la organización y sostenibilidad de los sistemas de transporte público en las ciudades. Este documento realiza un estudio de caso sobre Transcaribe, el Sistema Integrado de Transporte Masivo (SITM) de Cartagena. Este sistema fue propuesto para suplir las mayores demandas por este servicio en la ciudad con mayor eficiencia y un menor impacto ambiental, una responsabilidad que ejerce mediante la ejecución de dos roles paralelos: la gestión del sistema agregado y la operación de una de sus concesiones. La puesta en marcha de Transcaribe ha enfrentado algunos retos en su implementación, así como también en la sostenibilidad financiera de la ejecución de sus roles. En este documento se argumenta que, para garantizar su funcionamiento a mediano plazo, es necesario que se consideren distintas opciones de financiamiento como los aportes del distrito y otras alternativas de generación de recursos. **** ABSTRACT: The accelerated growth of urban population in Colombia during the last decades has created a challenge to public transportation systems in cities across the country. This document presents a case study of Transcaribe, the Bus Rapid Transit (BRT) system that operates in Cartagena, Colombia. Transcaribe was created to supply public transportation services that are environmentally friendly and more organized than the previous system of buses. In order to do so, the institution has to both manage and operate a portion of the system. The implementation of Transcaribe presented major challenges regarding its operational design and the construction of infrastructure, as well as current financial considerations that deteriorate its solvency. New sources of funding should be considered to guarantee its financial sustainability, such as the investment of public local resources to increase long-term demand for the system.
